Expand April 22 - April 28 2024 entry to detailed bullet format (pilot)

Rewrite 9 of 10 paper rows in the April 22 - April 28 2024 week to match the 2025-era style: overview + context sentence followed by 4 bullets covering method, technical details, results with concrete numbers, and implications. Paper #6 (AI-powered Gene Editors on bioRxiv) kept as a short-paragraph row because WebFetch is blocked on that source.

This is the pilot before expanding the remaining ~113 weekly entries that currently only have short-paragraph summaries. Covered papers: Phi-3, OpenELM, Arctic, FILM-7B, FineWeb, AutoCrawler, Graph ML in the Era of LLMs (survey), Self-Evolution of LLMs (survey), NExT.
