Vist path changed, start python withut python3, updated windows install procedure.

-Changed path added to system path from python27 to python35
-if you have installed path 3.x on windows, to start it one would type python, not python3
-updated windows install procedure. one can add path using gui install. Default install is user dir, added instructions how to change it.
